Kansas Secretary of State's Online Services Recognized in Nationwide Competition TOPEKA, Kan. --(Business Wire)-- Nov. 3, 2004 -- The Kansas Secretary of State's eGovernment Web services are gaining national attention. The state's suite of online Uniform Commercial Code (UCC) services was named a finalist for government-to-business online applications in the 2004 Best of the Web competition for Digital Government Achievement.The 2004 Best of the Web competition was conducted by the Center for Digital Government, an international research and advisory institute on the use of information technology in government. Now in its ninth year, Best of the Web evaluates government Web sites based on their innovation, Web-based delivery of public services, efficiency, economy, and functionality. The Digital Government Achievement Awards recognize outstanding agency and department services that enhance how governments interact and transact business online with constituents. The Kansas Secretary of State and accessKansas, the state's official Web site (www.accessKansas.org), created the suite of online UCC services to increase the speed of services, increase accuracy, and decrease costs for businesses and the state. The Uniform Commercial Code is a law that covers virtually all business transactions. A UCC filing is a notice of a legal record of a lien on collateral, and UCCs in Kansas are filed with the Secretary of State. Banks, businesses that file UCCs, and attorneys involved with liens are primary users of the state's online UCC services. The Kansas UCC services have evolved during the past decade. At first, the Internet allowed customers to view information electronically. Users were then able to search for documents, and electronic filing functionality was added nearly a decade ago. The UCC notification system now initiates contact with government customers and prompts action for a variety of reasons, including amendments, continuations, debtor name changes, terminations, and impending expirations of filings.
