Bolton addressed the World Affairs Council of Philadelphia on Friday, the Philadelphia Inquirer reported. Earlier in the day, the ambassador met with the Inquirer editorial board. He suggested that the United Nations' ability to deal with Iran is linked to its ability to reform its operations and said both are hampered by anti-western sentiment.
