Milwaukee man held in Capitol scare, had four Molotov cocktails


MADISON, Jan 16, 2013 (Milwaukee Journal Sentinel - McClatchy-Tribune Information Services via COMTEX) -- A 20-year-old Milwaukee man who praised Osama bin Laden has been arrested by police on six felony counts for carrying four Molotov cocktails into the Capitol.



Capitol Police arrested Kvon R. Smith Tuesday in the statehouse rotunda, preventing any injuries, and called in the bomb squad to deal with Smith's backpack after the distraught man posted a threat on his Facebook page early that morning. Smith was arrested last month for resisting arrest in Dane County and his Facebook page shows a man who appears to be out of touch with reality.

"A tragedy was avoided and our Capitol remains safe because of the actions of our officers yesterday," said state Administration Secretary Mike Huebsch, who also recognized other state, Madison and Milwaukee officers who assisted Tuesday.


All 132 state lawmakers and hundreds of other people were on hand at the Capitol on Tuesday afternoon and evening for Gov. Scott Walker's "state of the state" speech. Though Smith appeared to threaten an attack at the statehouse in his Facebook post, it's unclear if he was even aware of the speech.

Smith is being held in the Dane County Jail and police are recommending four felony counts of possession of Molotov cocktails, one felony count of creating a bomb scare, one felony count of second-degree recklessly endangering safety, and one misdemeanor count of disorderly conduct. Officers Tuesday partially evacuated the west wing, which includes the Assembly chamber, where Walker gave his third "state of the state" address. Bolstered by extra officers from the State Patrol, Department of Natural Resources, Department of Justice and University of Wisconsin-Madison, the police also temporarily closed the Capitol's Wisconsin Ave. entrance and roped off an area outside the west wing with police tape.

Smith has made bizarre postings on social media, including Facebook.

A video posted with the phrase "Ha ha" on Smith's Facebook page at 3:30 a.m. Tuesday showed five liquor bottles. In the video, a man's voice can be heard saying, "So check it out. I made a few Molotov cocktails. I still have some stuff to add . . . This is for today. We'll see what they'll have to say when I bring it to the Capitol.

"If they want peace, bring it to Milwaukee. If they want peace, I want my money." Later that day, Smith posted a salute to an Italian Mafioso, Cuban revolutionary Ernesto "Che" Guevara, Colombian drug lord Pablo Escobar and bin Laden.

"Robin hoods; whos image were deframed. I got you," Smith wrote with less than perfect grammar and coherence.

Smith was charged separately in Dane County Circuit Court on Dec. 18 with a felony count and a misdemeanor count of resisting an officer and a misdemeanor disorderly conduct count. Those cases are ongoing.

On Dec. 26, Smith filed a lawsuit -- if it can be called that -- in federal court in Madison. In the case, Smith attempts to sue the Wisconsin Government Accountability Board, the Dane County sheriff's office, and the UW-Madison Badgers football team.

He accuses the defendants of conspiracy to commit bankruptcy, violation of privacy and violation of civil rights.

"I want my money 989 billion-trillion. Equitable distribution. I believe in retribution, all involved deserve to be indited (sic). Also my motion for discovery," Smith wrote.

He listed a Milwaukee address and a Dane County phone number. There was no answer at the phone number.
