Government Cloud Services Provider Deploys PRISM Interface to Oracle Release 12 (R12) with Assistance from Compusearch


DULLES, Va., Feb. 4, 2013 /PRNewswire via COMTEX/ -- Compusearch® is pleased to announce a Government Shared Services Provider (SSP) has deployed an interface between PRISM-Procurement and the Oracle Release 12 (R12) financial management system. The purpose of the integration is to promote consistency between procurement documents and their associated financial actions. As a result the Bureau of the Public Debt's (BPD) Administrative Resource Center (ARC) offers a state-of-the-art financial management system compliant with the Common Government-wide Account Classification (CGAC) structure. In December 2012 the last of BPD-ARC's customers transitioned across to R12, the successful end of a major project that took three years to complete.



BPD-ARC is a member of the Treasury Franchise Fund and as such does not receive directly appropriated government funds. Instead, funding is earned from BPD-ARC's customers, within Treasury and elsewhere in the Federal Government, in exchange for government-to-government services provided. BPD-ARC's service lines include Procurement and Financial Management. The ARC's Procurement Division offers a complete range of acquisition support services delivered by a staff of contracting experts. The contract writing system underpinning the ARC's Procurement line is an implementation of Compusearch's PRISM. The ARC's Procurement line has grown steadily and now has 39 Federal customers. A single shared instance of PRISM-Procurement now supports more than 300 buyers and over 1,000 other users.

Instead of upgrading to R12, BPD-ARC chose to implement a new R12 instance and to migrate BPD-ARC's clients from Oracle Financials 11i. The client migration took place in waves beginning in July 2012 and concluding in December 2012. This approach necessitated that Compusearch support two PRISM to Oracle interfaces simultaneously, one with Oracle Financials 11i and the other with R12. Within this move to R12, BPD-ARC implemented Project Accounting and changed from an 11 segment account structure to a 14-segment structure with different values for each segment.


To respond to this need, Compusearch consultants designed, developed, tested and delivered an enhancement to PRISM and the interface to allow PRISM to integrate individual PRISM sites within the same database to either Oracle Financials 11i or R12 based on a configuration switch, including support for Project Accounting, organization-based security, and a seamless user experience. Simultaneously, Compusearch leveraged our experience with data conversion and migration to develop a sophisticated data conversion tool to synchronize vendor, user, and PSC data with R12 and then do a complex conversion of existing documents to be compatible with the ARC's implementation of R12. Completing this task required a detailed knowledge of the Oracle Financials interfaces and application behavior as well as a mature capability to perform automated, repeatable, and auditable data migration.
