Shinsuke Sugiyama, director general of the ministry's Asian and Oceanian Affairs Bureau, is expected to hold talks with Wu Dawei, China's special representative for Korean Peninsula affairs, on a response to North Korea, which conducted its third nuclear test on Tuesday.

---------- Sea Shepherd hampers Japan's whaling research fleet in Antarctic TOKYO - Activists of antiwhaling group Sea Shepherd Conservation Society obstructed Japan's research whaling Friday in the Antarctic Ocean, the Japanese Fisheries Agency said.

None of the crew members aboard two whaling ships was injured in the disturbance that started from around 4 p.m. to 6:30 p.m. Japan time where the group's ship approached unusually close to two Japanese ships attempting to pull up a captured whale, the agency said, strongly condemning the group.

---------- Meteor fragments injure around 1,200 in Russia MOSCOW - Fragments of a meteor struck the Russian region of Chelyabinsk and nearby areas on Friday morning, setting off a series of explosions and injuring around 1,200 people, according to local authorities.

Many of the injured, including children attending classes, were hurt by broken glass, according to the emergency ministry. No one was reported killed by the fragments of the meteor that passed over the Ural Mountains around 1,500 kilometers east of Moscow.

---------- Indian army kills Pakistani soldier in border region NEW DELHI/ISLAMABAD - The Indian army said its troops killed a Pakistani soldier who crossed the de facto border, known as the Line of Control, into the Indian side of Kashmir, where the two countries contest territorial rights, the Press Trust of India reported Friday.

The Pakistani Foreign Ministry condemned the killing, saying the solder "had lost his way and inadvertently crossed" the line.

Korea as terror sponsor: official WASHINGTON - The United States is regularly assessing whether North Korea should be put back on the U.S. list of state sponsors of terrorism, but a careful review of the country's actions is needed, a U.S. official said Friday.

"As a matter of U.S. law, in order for a country to be designated as a state sponsor of terrorism, the secretary of state has to determine that the government of the country has repeatedly provided support for international acts of terrorism," State Department spokeswoman Victoria Nuland told a daily briefing.

---------- Japanese teen wins best student award at Russia's top music academy MOSCOW - A 16-year-old Japanese girl was given the best student award in a ceremony Friday at Russia's top music school that has trained gifted children since the late 19th century.

Kanon Matsuda, who studies the piano at the Gnessin Moscow Special School of Music, also became the first foreigner to win the honor at the institution, whose graduates includes Russian pianist Evgeny Kissin.
