Security and Standardization Strategies Needed to Maximize $1.3 Billion in Federal Mobility Spending - Outlined in New Deltek Report


HERNDON, Va., Feb. 9, 2016 /PRNewswire-USNewswire/ -- According to the new report from Deltek – "Federal Priorities: Cloud, Big Data, Mobility, and Data Centers, 2015-2020" – federal agencies spent $1.3 billion on enterprise mobility devices and services in FY 2014. However, many agencies still struggle with establishing security environments that will support multiple mobile platforms and expansion of Bring Your Own Device (BYOD) activities. 

The Department of Defense (DoD) has made progress in developing secure mobile solutions, as evidenced by the Defense Information Systems Agency (DISA)-provided DoD Mobility Classified Capability – Secret (DMCC-S) program which provides classified mobile access to DoD's Secret Internet Protocol Router Network (SIPRNet). DoD, as well as many civilian agencies, are looking to the DMCC-S program and derived credentials as a security model for the future.  Derived credentials is a two-factor authentication method that uses a public key infrastructure (PKI) certificate in the form of a smart card that lives inside of a mobile device, negating the need for a CAC or PIV card reader (Common Access Card and Personal Identity Verification, respectively).

Secure mobile environments set the groundwork for broader use of mobile devices, but agencies also face challenges in effective mobile device and cost management.  Decentralized and fragmented management has resulted in a need to standardize pricing; establish policies for over- and under-utilized devices; consolidate component-level mobile device policies and configuration guides; speed up agencies' mobile vetting, adoption, and deployment practices; and shore up mobile security training.

Contractor support will be critical for all aspects of mobile evolution, including mobile infrastructure modernization, mobile device management and mobile applicatio development. Contractors must be able to support multiple platforms in light of some agencies' continued transition away from Blackberry to Apple and Android platforms.

  • Most agencies do not have formal BYOD policies in place, but the mobility component of unmanaged and of unsupervised "shadow IT" continues to pose security threats.
  • Mobility reporting requirements are only just beginning to provide transparency into agency's enterprise-wide view of mobility usage and management.
  • Mobile application brokers and improved mobile application vetting requirements are increasingly critical as agencies expand the development of mission support applications.
